Reference this office advertisement published in the newspapers - “The Tribune” & “Dainik Bhaskar” dated 25.5.2010 regarding various contracts.
In this connection the undersigned hereby clarify that no cost will be charged for application performa for various contracts of the college and the same may be obtained free of cost from the college office between 9.00 a.m. to 1.00 p.m. on any working day.

Notice for college contracts for the session 2010-11.
Applications under sealed cover are invited for the following contracts on prescribed Proformas, from the experienced contractors for the academic session 2010-11. Application Proforms complete in all respect alongwith testimonials, etc. should reach the office of the undersigned on or before 10.06.2010 by 2.00 p.m. and will be opened on 11.6.2010 at 9.30 a.m. and the allotment of contracts shall be decided after interviewing the contractors and also by considering their past experiences.
Each applicant will submit two separate envelopes. Envelope (A) for Technical/Experience bid and (B) for Financial bid alongwith documentary proofs. Both the envelopes should be superscribed on the top. Envelope (B) i.e. financial bid shall be opened only for those contractors who fulfill the conditions of Technical/Experience bid. Prescribed Proformas alongwith General terms & conditions of the contracts can be obtained from the college office between 9.00 a.m. and 1.00 p.m. on any working day on payment of Rs.50/-(non –refundable). Application proformas received after the due date shall not be considered. The undersigned reserves the right to accept or reject any application without assigning any reason whatsoever. Any legal matter will be dealt within the jurisdiction of U.T., Chandigarh.

TERMS AND CONDITIONS FOR CANTEEN CONTRACT FOR - 2010-11.
- The canteen contractor will have to deposit the security of Rs. 18000/- (Rupees Eighteen thousands only) in cash as refundable Security which will be payable after the successful completion of contract that is on 30-04-2011.
2. The licence fee for the Kitchen & Counter is fixed by the principal as Rs. 3300/ - (Rupees Three Thousand and three hundred only) per month minimum excluding water charges. The contractor will deposit the rent in the college by 7th of each month, otherwise Rs. 10/- per day will be charged as fine. If the rent is not deposited for a month, a fine of Rs. 300/-(Rupees Three hundred only) will be imposed and if the rent is not deposited for two months, the contract can be cancelled by the college authorities and the rent will be recovered from the security. The water charges will be Rs. 600/- per month. The contractor shall get the electricity sub-meter installed in the college canteen at his/her own cost or deposit Rs.1000/-p.m. with the college as electricity charges.
- The furniture for students will be provided by the college for which the contractor will be responsible for its safe custody. In case of any damage or breakage, the repair will be got done and its payment will have to be borne by the contractor.
- The rates of eatable items are required to be displayed in the canteen hall as approved by the “Contract Committee” at his/her own cost for information of students, staff & general public.
- The contractor will be required to serve tea, etc. in the Staff Room /Departmental Rooms and Office only with paper napkin along with cup and saucer. Nothing will be served to the students in the classrooms and out side the canteen.
- The selected Contractor will ensure the college of continuous availability of adequate quantity of milk of standard company till 4.00 p.m.
- The licence fee of Kitchen & Counter is subject to the assessment by the Engineering Dept. Chandigarh Admn. & the contractor shall be bound to pay the licence fee if assessed beyond Rs.3300/- per month.
- The contractor will have to engage sufficient number of servants properly dressed but not less than 4, for better service.
- He/She will employ the adult servants only and the servants employed by him/her must be got medically examined by the Authorized Medical Attendant for infectious diseases at his cost, & will also submit registration certificate as required under Shop Act.
- He/She will also intimate to the local Police about his/her employees’ details for verifications and will also furnish a list of staff engaged by him/her along with passport size photographs. A copy after the police verification be submitted to the Care Taker.
- No electric gadget will be provided by the college.
- The contractor will be giving credit to the students at his/her own risk & responsibility and the college will not be responsible for the recovery of the such credits from the students.
- The contractor will maintain full cleanliness in the canteen kitchen, Canteen Hall and the adjoining park and this will be checked by the Canteen Committee off and on.
- The contractor will not serve anything to the outsiders in the college canteen without the prior permission of the principal.
- Selling of Cigarettes/Narcotics/Alcoholic Drinks/Drugs in the college canteen is strictly prohibited. The contract can be cancelled for any lapse shown by the contractor in this regard.
- Only those eatables will be allowed to be sold by the contractor in the canteen which are approved by the Contract Committee. The quality of these eatables will be checked by the Canteen Committee periodically. The sale of stale and unhygienic eatables is not allowed. The eatables must be kept covered to avoid infection.
- The contractor will make all catering arrangements (Tea, lunch, dinner etc.) at various college functions at lowest market rate.
- The contractor is not allowed to assign, sublet, or transfer the possession of the canteen or part thereof to any other party.
- Only one contract will be allotted to the selected contractor and he/she should not have any other contract in his name in any other College/School/Institution for which he/she will be required to submit an affidavit duly attested by First Class Magistrate/Oath Commissioner/Notary.
- The contractor shall be present personally for performing the job of contract allotted to him/her.
- The contract will be valid up to 30.04.2011, but it can be extended upto 30.6.2011 on the recommendations of the College Canteen Committee provided that the services rendered by the contractor are satisfactory and he/she will be required to pay rent, etc. for the extended period also at similar rate.
- If the contractor leaves in between, his /her security amount will be forfeited.
- Insurance & accident risks of the workers shall be the responsibility of the contractor.
- In case of deficiency in service on the part of contractor, his/her contract may be cancelled and contract may be given to the next contractor in the list for which the decision of the Principal will be final.
TERMS AND CONDITIONS FOR SANITATION FOR 2010-11.
- The contractor will be required to deposit Rs. 10,000/- (Rs. Ten Thousand only) as refundable security and all payments shall be given on the successful completion of contract and after deducting TDS as per Income Tax Act and no interest on security deposit shall be paid.
- The contact workers shall be polite, courteous, well behaved and honest.
- The contractor shall be fully responsible and liable for any theft, burglary or any other misbehavior deed done by his/her workers. Contractor has to provide Uniforms and Identity Cards to his workers at . his / her level.
- The contractor’s workers shall not enter into any unlawful activity within the college premises and shall have a good moral character.
- The contractor shall be directly responsible for the payment of wages / P.F and other contributions. The college shall not entertain any such claim of the person employed by the contractor and shall not be liable for it.
- Insurance & accident risks of the workers shall be the responsibility of the contractor.
- All the workers of the contractor shall be free from infections diseases.
- The contractor shall employ given no of persons (12+1=13) to ensure that work done in time to the satisfaction of college authorities. Sufficient workers will be employed for discharging the responsibilities with supervisor to supervise the work.
- The college reserves the right to order any worker of the contractor to leave the premises of the college if his/her presence at any time is felt undesirable.
- The contract will be for 11 months but functional for 12 months i.e. upto June-2011.
- The whole work of sanitation will be supervised by the contractor himself/herself or a supervisor deployed by him/her, which must be to the entire satisfaction of the college authorities.
- The contractor will submit the bill for sanitation work every month before 7th for payment.
- All the cleaning things, like brooms, duster, mop per and eco-friendly chemicals, etc., will be supplied by the contractor.
- He/she will be responsible for all the lapses if happen due to his staff. The security amount will be forfeited in case he /she leaves in between.
- The contract will be valid up to 31.05.2011.
SCOPE OF WORK
Daily work (from 8 A.M to 4 P.M) (Or as may be decided by the college)
- Sweeping of entire area of college building and surrounding of building including Canteen, Roads, Parking, Basement Car Parking and Outside Car Parking, Cycle Stand, Auditorium and Basement, collection of all waste material and disposal of the same twice a day as per instructions of the authorities.
- Cleaning of floor area with wet floor dusters and detergents, disinfectants, etc., once in the morning before opening of the college and there after, every 2 hours especially in the area. like corridors, stairs, toilets, receptions, etc., spray of eco-friendly chemicals in the rooms for keeping the rooms free from mosquitoes, flies, etc.
- Cleaning and washing of toilets and urinals using deodorants, detergents and disinfectants once in the morning and again after every two hours.
- Sweeping and cleaning/dusting of furniture (Table/Chair) & Equipment. Telephone, Bookcases, Filling Cabinets Almirah/Door and windows in classrooms, all other rooms and other space including iron railing of college everyday.
ITEM OF WORK TO BE DONE GENERALLY ONCE IN A WEEK.
- Washing and scrubbing of floor areas with detergents and dust removing agents.
- Acid cleaning of sanitary wares with out damaging shine.
- Removal of stains from Floor, doors & partitions by using any suitable detergents.
- Cleaning of filled surfaces in the corridors and staircases.
- Dusting and cleaning of fans, electrical fittings, and windowpanes with glass cleaning chemicals.
- Removals of cobwebs/nests in all rooms and other spaces in the college.
TERMS AND CONDITIONS FOR THE PARKING STAND CONTRACT 2010-11:
- That the contractor will deposit a sum of Rs.15,000/-(Rupees fifteen thousand only) cash with the college office on account of security as refundable after the successful completion of contract on 31-5-2011. No interest shall be paid on deposited security amount by the contractor.
- That the contractor will be paid a share of 50% of the total amount collected from the students during the session 2010-11 on account of Cycle/Scooter/Car parking fees after deducting T.D.S. as per Income Tax Act.
- No amount of collection will be paid till the expiry of contract i.e. 31-5-2011.
- He/She will be responsible for any damage/loss/theft of any vehicle parked in the Cycle/Scooter/Car parking site belonging to students as well as college staff & will be liable to make its compensation. He/She will be required to look after the parking at two places i.e. Car Parking and Cycle, Scooter Parking Stand.
- He/She will keep 2 cycle/ Paddle pressing pumps in stand for use of needy ones at his own cost.
- The principal of the college will be empowered to take any decision to forfeit the lease at any time without assigning any reason to the contractor.
- That the contractor will deposit the total bid money quoted by him/her within five days with the office as a ground rent.
- That the contractor or his/her persons will not indulge in any activity that is detrimental to the interest of the institution. In case, it is found, the contract shall be terminated immediately by the college authority.
- That the contractor shall be held responsible for any untoward incident which takes place at the college cycle stand and he/she will intimate to the college authorities about any such activity which might lead to that incident immediately.
- The contractor will display the rates to be charged from the casual visitors at the parking site and will get printed coupons which he will get checked and noted to the office and these must be bearing printed Sr.Nos. For one full day, he/she will issue pass to the students .
- The selected contractor will be allotted only one contract and should not have any other contract in his/her name in any other College/School for which he will execute an affidavit duly attested by the first class Magistrate.
- That the contractor shall be present personally at the site besides, he/she will get the registration in police regarding the employees he/she engages for his/her help alongwith their full particulars.
- In case, the contractor leaves in the middle of the session, the entire amount of his/her refundable security and 50% share of collection shall be forfeited. or in case of deficiency in service on the part of contractor, his/her contract may be cancelled and contract may be given to the next contractor in the list.
TERMS AND CONDITIONS FOR BOOKSHOP CONTRACT FOR – 2010-11.
1. The selected contractor will deposit the security of Rs. 5000/- (Rupees five thousands only) which will be released on the successful completion of contract i.e. after 30-04-2011. No interest shall be paid on the security amount. Amount of security will be forfeited if he/she leaves in between.
2. The licence fee of the shop is fixed Rs.1430/- (Rupees one thousand four hundred and thirty only) which is payable by 7th of every month, otherwise Rs. 10/- per day will be charged as fine. If the rent is not deposited for a month, a fine of Rs. 300/-(Rupees Three hundred only) will be imposed and if the rent is not deposited for two months, the contract will be cancelled and the licence fee will be recovered from his/her security as land revenue.
3. The selected contractor shall get installed the Electricity sub-meter at his/her own cost & till the installation of the sub-meter he will deposit Rs.500/-(Rupees five hundred only) per month as electricity charges.
4. The rates of the items of stationery will be fixed by the College Committee.
5. The contractor will maintain proper cleanliness and use of any of the intoxicants is strictly prohibited and no outsider will be allowed.
6. The college will not be responsible for any loss of material and accidental loss to himself/herself.
7. Discount will be given on text books & other stationery items, as approved by committee.
8. The selected contractor shall employ servants only after their antecedents are verified by the police and the verified report of the police department be intimated to the principal.
9. The selected contractor shall not over charge from the students. In case of any genuine/ bonafide compliant he/she can be penalized by the competent authority.
10. The selected contractor shall use the specified place/room. In case he /she want to raise a temporary KIOSK of size 10’X12’ at his /her expenses at approved place by the college authorities.
11. The contract is valid upto 30.4.2011 but it can be terminated as and when Principal deems it to be fit to do so and the decision of Principal will be final.
